Abstract

This article examines the complex interplay between Pakistan's education system and the enduring challenges of establishing Urdu as an effective national language of instruction and integration. It analyzes the historical, sociopolitical, and pedagogical dimensions of language policy, tracing its evolution from the post-independence era to the present 18th Constitutional Amendment context, which devolved education to the provinces. The analysis identifies a tripartite structure elite English-medium, public Urdu-medium, and diverse mother-tongue mediums as a primary source of systemic inequality, perpetuating socioeconomic stratification and hindering cognitive development in early learners. The imposition of Urdu, while symbolically potent for nation-building, often occurs at the expense of Pakistan's rich linguistic ecology, marginalizing major provincial languages (Punjabi, Sindhi, Pashto, Balochi) and countless regional dialects. This article argues that the current linguistic hierarchy creates significant pedagogical barriers, contributes to high dropout rates, and undermines the constitutional promise of uniform educational standards. The challenges are further compounded by a shortage of qualified teachers, politicized curriculum content, and the global hegemony of English. Recommendations include a phased, context-sensitive multilingual education (MLE) model that leverages mother-tongue instruction in early years, a robust bilingual transition to Urdu and English, and a depoliticized, culturally inclusive national curriculum that reconciles linguistic diversity with functional national cohesion.
